Primary and Secondary school moral education content of cohesion is an important part of the whole building University and Primary and Secondary school moral education curriculum system. Moral education in primary and secondary school textbooks in moral education content convergence not only promote the development of the overall construction of the practice of moral education in schools curriculum system, while improving overall building for moral education in schools curriculum system also has an important theoretical significance. Then, the content of the three Science Curriculum Standards specified in paragraph sort of moral education, classification, formation of15 third categories of this article, the third categories groups into four second categories. At last, constitutes the analytical frame of the paper. By exploring Bloom’s educational objectives in the field of cognitive taxonomy and Bruner’s Spiral Curriculum theory, then put forward in the field of cognitive learning Bloom Taxonomy of Educational Objectives for the criterion of moral education content convergence criteria.The third part focuses on the primary and secondary school moral education and moral education textbook distribution. From the macro meso and micro three aspects of moral education in primary and second school moral education teaching material content, in the form of chart presents the distribution. Paper points out that the overall lack of awareness, breaking out of line content; insufficient level of consciousness, the content simple repetition; less progressive features, content span; lack of awareness of the sequence, content arrangement of moral confusion is the main problems for Primary and Secondary school moral education textbook content convergence.
