Study And Standard Establishment On The Safety Technical Conditions Of Special School Bus For Schoolchildren

Children are the flower of our homeland and the future of the society. With the enlargement of the city and speeding up the procedure of annexing schools in rural area, more and more children take various non-specific buses (temporary school bus) to the schools or kindergartens. However, these temporary school buses can not satisfy with the children's characteristics and not included in the formal management of school bus. So these buses cannot guarantee the safety of the children during their way to school and back home.The emphasis of the management of the automobile industry has been changed to the safety and health related area of safety, environmental protection, energy saving, and anti-stealing. The management is based on the national compulsory standards, and the strict system for entering to the market is implemented. But till now, there are no standards about safety traffic for the children on their way to the school or back from school.On the basis of study on the relative standards, regulations and management system of European, American and Japanese school bus, the thesis studied on the safety technology condition of school bus for schoolchildren, aiming at the schoolchildren, aged between 6 to 13 years. Considering the speciallity of the school children, based on the analysis on the international standards and regulations, and the current status of our country and development of industry, the study on the safety technology and enacting the standards and experiments have bee done, in which there are the creativities. According to the plan for enacting the national standards, the thesis developed the two national compulsive standards about the whole-vehicle and seat of school bus for the children aged from 6 to 13. The first one is the Standards on"Safety Technical Condition of the Specific School Bus for Schoolchildren"(NO. GB 24407-2009). The other one is the"Standards on the Strength of the Seats and their Fastener of the Specific School Bus"(NO. GB 24406-2009). The thesis mainly studies technical requirements and test methods on the structure of the whole bus, rolling protection, seat, warning mark, central control equipment of the seat belt, view of the driver and the material of inner adornment.The study on the safety technology and enactment of the national compulsive standards on the school bus for school children, filled the blank of the study in our country. It is necessary to improving the safety for the schoolchildren and link domestic development to international standards. Aiming at the characteristics of the schoolchildren's body, the thesis cites firstly the criteria of the oxygen parameter, density of the smoke. And meanwhile, on the basis of the national compulsive standards, it enhances the performances of the burning speed of the adornment material, which has been stipulated in the relative law in existence, and prolongs the duration for schoolchildren escaping when the bus burns. So the standards improved and ensured the safety of the schoolchildren when taking the school buses.
