With the methods of literature, comparative and survey, this research compared and analyzed the current main toy safety standards of Chinese and American-6675-2003and ASTM F963-11; And investigated toys in the market.By comparing and analyzing the standards of this two nations, the researcher found there are some differences between this two standards’ content, mainly in terms with the scope, safety requirements, test methods, safety labeling requirements, and instructional literature. Additionally, there are some distinctive features between this two standards. For example, Chinese toy safety standard is older than American; The structure of this two standards is different;"The rationale of revisions" is the characteristic of American standard; The age groups of American standard are more than Chinese; The language expression is also different between this two standards.By surveying the toy market, the researcher found that the boundary of children’s toys and adult toys is not clear; Some toys are not in the scope of toy safety standard; The product standards are not uniform; The age groups of Chinese and American brand toys are so different, and the positions of them are inconsistent; The language expression of safety label on Chinese toys is disordered.According to the results, the researcher tried to make some suggestions. The content of the standard should reflect the toy markets and the latest scientific research achievements; Let toy enterprises play a more important role in the standard revision; Coordinate the role of technique and administration in the process of revision; Advertise the toy safety standard to the public through multiple main body and a variety of means; The relevant departments should strengthen the sampling inspection, do better in terms of quality supervision and defect toys recalled.
