Regional economy by leaps and bounds, economic and social development and the inevitable trend of urban and rural co-ordination, and personnel and personnel support system is the development of regional economy by leaps and bounds one of the important determinants. Quantity and quality of human resources will directly determine the rate of regional economic development and effectiveness. China's regional economy, especially in underdeveloped areas of the economy to achieve leapfrog development, to catch up the advanced level of regional economy, people must have a sound system of complete support. Firstly, human capital theory and regional economic development theory, to clarify the meaning of regional talent development theory and development of principles and a detailed analysis of the process of talent development system. Then, the adaptability of human resources and regional economic development theory applied to practical, from the Fang Shan District, the economic and social environment for talent development, qualified personnel, and Fang Shan the status and effectiveness of personnel analyzing three aspects of supply capacity; according to regional socio-economic development of talent the expectations of the future state of the system to determine the structure and type of talent development; using SWOT analysis of the basic ideas, building personnel system to determine the leapfrog development strategies; from domestic and foreign talent planning and development experience to improve the personnel system as the breakthrough point, from a systematic talent management system, personnel management and human resources and other aspects of innovation platform specific measures. In this paper, on the theory and practice of human support system for the Fang Shan and other similar regional economic leap-forward development in talent development and talent development strategy of building support system provides a new category the paradigms and theoretical basis.In this paper, Fang Shan District, Beijing, the process of economic development by leaps and bounds in the total amount of serious lack of talent, talent-level structure is not reasonable, the introduction of talent, training, use, training, economic development can not keep up the situation, proposed to build a sound human resources support system and development platform and framework of the basic ideas, and strive to attract talent through effective and retain talent to live and train personnel to use a good measure of human resources into full play the role in the economy, the leap economic development for the Fang Shan District, to provide effective intelligence support; and combining the actual Fang Shan District, from the perspective of theoretical and empirical analysis to construct a set of appropriate economic and social development of the personnel support system.The purpose of this research area to help in the current competitive market environment people build effective support system to help improve the current inadequacies of personnel, and also the economic and social development of regional areas to develop plans to provide some help.
