Since we introduced the reform and the open policy, our government provides an effective guarantee for children of school age, after basically popularizing nine-year compulsory education and basically eliminating illiteracy among the young and middle-aged have turned into reality, achieving balanced development of basic education is becoming the first work in the compulsory education.Currently, when people talk about the balanced development of basic education, we deem it as the balanced development of basic education between regions, urban and rural areas, schools, we take it for granted that the management system of basic education is perfect, but usually, it is not the truth. the balanced development of basic education means both the explicit balance and the system balance, and the later is more important, hanker for explicit balance and ignore the system unbalance is attempting an ineffective solution.The government is the subject for compulsory education duties, due to its public belonging property, achieving balanced development of basic education depend on our government. This paper deals with fiscal policies which are used to realize balanced development of basic education, these are based on the management system and investment system for compulsory education, focus on unbalanced phenomenon between regions, urban and rural areas, schools, solve the restricting factors of balanced development, to realize balanced development of basic education.The dissertation consists of five chapters; first chapter starts with the public financial theory, elaborates the meanings and principles of balanced development of basic education and introduces an indicator system. The second chapter chooses England, France, America, India, Brazil, Russia, Korea and Japan as examples, compares their management system and investment system for compulsory education and summarizes their fiscal policy. The third chapter reviews the course of management system, investment system and fiscal policy for compulsory education in China in the recent 20 years. The forth chapter analyses the results of these policies and the unbalanced phenomenon between regions, urban and rural areas, find the restricting factors of balanced development. The last chapter put forward proposals to improve balanced development of basic education.
