On The Balanced Development Of The County-area Compulsory Education Under The Perspective Of Fiscal Policy

The legal of the state provisions that compulsory education is the national education that the school-age children and adolescents have to accept, and the state, society and family must be guarantee of. It plays an important role in promoting social development, improving national quality, disseminating the knowledge of the national culture,and the national international competitiveness. With the popularization of nine-year compulsory education, the higher education continuously to become popular, the unbalanced problem of compulsory education is getting more and more people’s attention. Due to the differences of geographical location, economy, history, and the national policy, the current urban and rural unbalanced compulsory education become the most outstanding problems to the further development of compulsory education in our country, mainly embodied in compulsory education level between urban and rural schools and the difference of quality and efficiency.Therefore, this paper chose the balanced development of compulsory education of Hunan Shuangfeng county as case study analysis. First by reading a large number of literature on what education balanced is, what compulsory education balanced development is, and what county area compulsory education balanced development is and had certain understanding, and then summarizes the compulsory education development since the process of compulsory education finance policy evolve, the first is the preliminary stage of development, then is developing in depth, and the last is the comprehensive development. Then this paper use field survey of the development of compulsory education of Shuangfeng county, concluded that Shuangfeng’s compulsory education has achieved some success: investment of education is rising, teachers’ treatment also improved gradually, has created the school of engineering, many qualified school was established. But compared with other countries and other regions, the Shuangfeng county in investment in education, teachers, school conditions, teaching quality, and financial aspects of still has certain gap. Therefore, through the contrast analysis, find out the obligation of the imbalance of financial reasons of our county education.Through summarizing the experience of balanced development of compulsory education in the developed countries and developing countries, advanced in our county, get the certain enlightenment. Finally adjust measures to local conditions, put forward constructive Suggestions to my county compulsory education balanced development.
