The basic education is the education to implete the general and universal knowledge to the citizens and to ensure that most of the citizens are qualified according to the common social criteria. It is also the preparatory education for students to receive further education in colleges and universities and to receive training for employment. It is overlapping with the general education so its significance is self-evident. In recent years, with the improvement of the economic development of our country and the fast social democratic process, the question of balanced development of the basic education has already been paid attention to by government and the broad masses of the people. The author of this thesis aims at presenting the problems in the balanced development of the basic education and the corresponding ways to solve the problems through the study of the policy of input and the management system to the basic education. The basic policy of input in education and management system have gone through high centralized management , " running a school in grades , differentiated control " and " rely mainly on county " for three developing stages. It is rectifying a deviation and improvement of the past policy that present " relying mainly on county ", but there are various drawbacks. Pointing to the actual conditions of educational development at present to our country, the author put forward concrete opinions and suggestions , such as financial transfer payment , etc., in the hope of solving the difficulty faced at present of basic education of our country and reaching the balanced development with real basic education.
