| With the development of reform and opening up as well as the market economy in China, aging problem and its resulting problems have become increasingly serious. According to the Sixth National population census data of Chinese National Bureau, until 0:00 on November lst 2010 the total population of China has reached 1,339,700,000 which including the population over 60 years old about 13.26%. According to traditional standards of the United Nations, the population over the age of 60 reach 10%of t total population indicates the "aging society", more than 14%indicates "aged society". In other word, China will officially enter the "aged society" in the next one or two years. The old-age issue has become one of the important issues of our country. Relying solely on the country power to solve old-age issue has become increasingly awkward. China's government is gradually changing the role of direct provider of elderly service and encouraging nonpublic sector to join into the elderly service sector based on the community. In this case, the role and the status of nonprofit organization have become increasingly important in elderly service. But the system of community based service for elderly in China is not good enough and nonprofit organization which mainly relies on the country's subsidies and contributions is also in the initial stages of development. In addition, the lack of sound social environment and the series of related policies and regulations lead to the lack of enough ability of nonprofit organization in the community care for the elderly. Now UK which is facing the same old-age problem has relatively sound system of community care for the elderly and advanced form of participation of nonprofit organization. Social enterprise which originate from Britain and has unique advanced form of commercial operation gradually become the development direction of nonprofit organization and participate into the old-age service system with more vital way. Therefore, the successful experiences of UK are meaningful to the improvement of community care for the elderly and the development of nonprofit organization in China.This paper focus on two core concepts—social enterprise model of nonprofit organization and community care for the elderly, analyze with the theory of the use of multiple welfare theory into the community care for the elderly, mainly discuss the participation problems of retirement patterns under the background of population aging. UK social enterprise develops into current relatively mature model throng long history. First, based on the method of literature study and comparative study, this paper analyze the historical context of the participation of the social enterprise in the community care for the elderly and then analyze the several elements of the modern social enterprise and its participation into the community care for the elderly, which including its characteristics, mode of the operation, the sources of funding, regulatory system and the cooperative system. From the perspective mentioned above, this paper introduces UK pension benefit and the multiple care support system of community care for the elderly and the unique role, status and operation mode of nonprofit organization in this system. In order to make the study more practical and convincing, based on the method of case study, this paper interpret and analyze operation mode of one famous social enterprise—JRHT charitable trust and its participation in the community care for the elderly. The charitable trust is the typical mode of social enterprise. This paper expands typical feature of social enterprise and its unique role and status in multiple system of community care for the elderly through this case study. At last, this paper draws the conclusion:on the one hand, nonprofit organization is a point in the net of multiple community care for the elderly system. On the other hand, nonprofit organization could undertake the role of integrating various resources of community care for the elderly. In addition, this paper submits the enlightenment according to the current situation of China from the macro, middle and micro perspective. The improvement and development of social enterprise could speed up the construction process of the civil society in China. The multiple community care system with the nonprofit sector optimize mode for the care of the elderly. The charitable trust mode of social enterprise in China could be the new mode of the participation of nonprofit organization in the community care for the elderly. |
