At the beginning of the century, the educational development plan in Jiangxi puts forward to achieve the two upgrade human capitals. The first is by 2020 the promotion of the human resources from under-developed region to medium-developed areas. The second is from 2021 to 2050 upgrading of human resources from medium-developed areas to developed areas. Compulsory education as a basis for improving human capitals, is the consistent implementation of national education. All school-age children, adolescents must accept it. And it is public welfare undertakings which must be guaranteed by the State. Jiangxi provincial government has an obligation to provide adequate school funding and the necessary conditions with the development of compulsory education. It has also the responsibility to make the condition of primary and secondary school education on the same level. That is the compulsory education equalization of resource distribution. Therefore, in order to adapt to the economic development. At last from Government and school level I made some optimization policy of compulsory education funding input. Government should focus on primary and secondary schools distribution pattern, and the balance of teacher forces between urban and rural schools, and education funding declared approval, and perfect public school and private capital cooperation mechanism. Schools, as the direct users of compulsory education funding must be do two aspects well. Firstly introduce competition mechanism moderately, implement flexible titles employed system. Secondly recruit teachers according to post demand, promote teacher professional to meet his post. Third, conduct school-based training, and promote common development of schools and teachers. Fourth, improve the financial management system, establish and improve the supervision mechanism.
