It is a truth in China that quite a few families responded positively to the call of the family planning policy in the past30years to have only one child. But accidents happen every day. When it happens in the "one-child group", the family immediately loses its unique child. This kind of family is called "One Child Dead Family". As the one-child population increases, the death number of "one-child group" is on the rise too. However, the security system for "One Child Dead Family"in China is not developed enough yet to absorb the consequences of the one child policy.Based on investigation in X city, Zhejiang province about"One Child Dead Family", the paper tries to realize the status quo, dilemma and characteristics of these families, the demographic characteristics of the dead children. Using a variety of analysis methods, this paper further examines the death reasons of the one-child and the influence on their parents. The paper tries to explain one-child dead parents’needs and concerns from multiple perspectives, which is the basis to establish a good social security system for them.Special Support System for Families Practicing Family Planning has been implemented all over China since2008. According to the survey data in X city, one-child dead parents generally hope to raise standards of the special support fund they received. It is worth exploring whether or not their fund demand could be met by the government. Within some quantitative forcast methods (age distribution and survival pattern), the thesis is supposed to estimate the total number of death one-child in X city, calculate the total number of Parents Who Lost Only Child" and further discuss the special support fund demand (under different standards) to support the"One Child Dead Family"on the yearly basis. Research shows that the number of dead one-child in X city will increase rapidly in the future and special support fund demand of the parents will double every seven years, which seems to be a heavy financial burden on government. However, the fund demand of’Parents Who Lost Only Child"in X city can be met and standards of the special support fund can be improved. For one thing, X city is located in the developed area of Zhejiang province, and it will continue to be prosperous. For another, the special support fund demand in2030accounts less than1%of the total revenue of the X city in2012.Based on the foregoing analysis about the needs of’Parents Who Lost Only Child", the paper puts forward four feasible suggestions on relevant issues such as the economic difficulties, psychological care and future pension problems. First of all, it is proposed to improve standard of the support system and make sustainable institutional arrangement. Secondly, it is recommended to develop a mechanism for aprevention one-child deaths as well as help one-child dead families adopt children or give birth to a new baby. Meanwhile, it is imperative to establish psychological intervention and mental care system for "One Child Dead Family". Last but not least, in order to provide integrated and humanized elderly care service for the"One Child Dead Family", it is necessary to develop multi-sectoral cooperation system among the government.
