Research On The Balanced Development Of High Education Equity And Efficiency

With the development of social economic and culture, people's desire of receiving higher education is becoming stronger and stronger, but we are facing the problems of inequality and limited resources in receiving higher education at the same time, so achieving a balanced development between fairness and efficiency of higher education has become a major problem in the countries'sustainable development in the world. Many scholars have different points of view on study the relationship between fairness and efficiency of higher education. Therefore, studying the balanced development between equity and efficiency of higher education plays an important role in theory and practice.This paper aims at study the balanced development between equity and efficiency of higher education, using a variety of analytical methods to study the relationship between fairness and efficiency of higher education. First, the author clarified a basic theory of fairness and efficiency of higher education, and redefined both of them and analyzed the relationship between them dialectically and unified. Secondly, the author studied the problems exists in them; then discussed the principles and purpose of having a balanced development between them; at last the author built a mechanism on the balanced development between fairness and efficiency of higher education in our country, and put forward some suggestion on how to solve the problems.This paper argues that allocating of financial resources equally is the essence of higher education fairness; the efficiency of higher education emphasizes on the overall development and potential development of each of the educated and the; higher education fairness is the tools and ways to achieve the efficiency of higher education, higher education efficiency can promote higher education as well. Therefore, higher education fairness is the key to the balanced development between fairness and efficiency of higher education. Basing on it, the author built a mechanism and put forward some suggestions to the government such as increasing investment, allocating the higher education finance fairly in the provincial schools, standardizing the higher education tuition, improving student financial assistance system, strengthening the financing capacity of universities and promoting the formation of equal competition among universities and using all these suggestions to promote the overall development and potential countermeasures of each student.The main innovations of this paper are that the author redefined the fairness and efficiency of higher education from the allocation of resources of higher education and the final purpose of education and put forward higher education fairness is the tools and ways to achieve the efficiency of higher education by analyzing of the relationship between fairness and efficiency of higher education dialectically. The author also built a mechanism on the balanced development between fairness and efficiency of higher education from an equal angle of view.
