Research On Vagrant Inclination Of The Land-expropriated Famers During The Land Development

China is undergoing the period of rapid urbanization. Because of the wave of urbanization, more and more land-expropriated farmers lose their economic guarantee as well as their guaranteed employment opportunity and social security benefits. Parts of the land-expropriated farmers begin to idle around, gamble and disturb the social order due to their bad investments after obtaining the compensation for land expropriation. In this circumstance, concern on the vagrant issues of land-expropriated farmers is the critical part of maintaining social stability and constructing people’s livelihood. Previous domestic studies paid little attention on the vagrant phenomenon of land-expropriated farmers. In contrast, the discussion about vagrant phenomenon in our study could contribute to better understanding and research upon land-expropriated famers in the academic community. On the other hand, the publication could also attract attentions from the land-expropriated famers because their vital interests are mentioned.Our investigation focused on the vagrant tendency of land-expropriated farmers is carried out from three aspects:1) Identity and rationalization of these farmers;2) The problems emerge when these farmers integrate into city life, which mainly include the change of lifestyle, the blockade of urbanization, and the dislocation or lack of interest expression channels;3) Attitude change on the work:In the past they took the work as their living guarantee but now they become picky about the work. In other words, in the early stage of the compensation period after land expropriation, the farmers consider the jobs dispensable and just want to engage in a decent and easy job. However, restriction of their own conditions, influence of their ideology and the rational choices from employers, all of which could lead the employment to a vicious circle where farmers are picky for the working opportunities while employers are ostracizing these picky farmers. Eventually the land-expropriated farmers would use up their compensation payment while still being unemployed, inevitably they will fall into poverty again.As a matter of fact, vagrant process of land-expropriated farmers is selected jointly by social structure and individual choice, which could also be deemed as the result of their game to some extent. Of the two, social structure is the decisive one. Actually the land-expropriated farmers are not merely passives, in certain circumstances they could also form enormous power and influence the implement of national laws and policies. Individual choice of the farmers seems to be prevailing, while its actual function is limit. To make the land expropriated farmers happy for a lifetime, we should seek the solutions in the level of national power and also should find out the reasonable compensation models accompanied with the supporting system on the premise of ensuring agricultural land during the institutional improvement. Besides, we should resort to the public opinion for solving specific questions rather than enforcement. Moreover, we could downgrade the vagrant issue of land-expropriated farmers to the level of individuals and create sustainable development space for these famers.
