There is a common issue in the process of urbanization in China that the land-expropriated farmers have suffered from the damage of their rights and interests, in which so many rural people have been involved that numerous unexpected social problems have been aroused. Now it has become a big issue having much bearing on the harmony and stability of our society. How to secure the rights and interests of the land-expropriated fanners has become the focus of academic researchers' concern. Though they have put forward many suggestions and good policy advice, there remain some problems such as inadequate concern for the "subjectivity" of the land-expropriated farmers, insufficient evidence-based researches into it. Based on the existing study, this paper chooses the interest expression of the land-expropriated farmers as its research approach. It, through a detailed discussion and analysis of the emergence of interest expression of the land-expropriated farmers, the interest expressive activities, social space for interest expression, and so on, probes into the information of the case study and reveals the deep-rooted cause of the land-expropriated farmers' incapacity to express their interest, and put forward some corresponding countermeasures on how to establish a orderly mechanism of interest expression of the land-expropriated farmers so as to enhance social harmony and secure an equal share of social prosperity.This paper comprises five chapters.The first chapter is a general introduction of the whole paper. It mainly discusses the source and significance of this subject, document review, and definition of core concepts. It also introduces the analysis framework, methodology, background of the survey spot.On the basis of analyzing the process of damage of the interest of the land-expropriated farmers, the second chapter claims that local governments, guided by the value of "urbanization of city", are unaware of public interest, abuse land expropriation power, give first priority to political efficiency, neglect social justice, and compete for foreign investment disorderly, which is not only the inner incentives for capital to expand, but also the institutional cause from which the legal rights and interests of the land-expropriated farmers. The land expropriation plunges farmers into hardship and deteriorates their feelings of social frustration and social deprivation, and also makes it possible for them to make all kinds of interest expressive activities.Chapter 3 probes into interest expressive activities of land-expropriated farmers. It is clear and obvious that because the land-expropriated farmers differentiate from each other in the possession of resources and capability, their subjective judgment and objective cognition of things and behavior, though they complain about their hardship resulting from land expropriation, their interest expression activities are different. Generally speaking, to keep silence is their first choice when they lose their discursive power because of insufficient knowledge capability, lack of information resources and institutional defects; meanwhile, others will resort to radical interest expression activities ranging from public moral accusation, continuous legislative visits, prosecution and defense, violent resist, even struggle at cost of their lives; sometimes, collective activities will take, such as group appealing to higher administrative authorities, group prosecution, and group disturbance or grassroots activities.The 4th Chapter expatiates on social space for land-expropriated farmers to express interest. It first analyzes realistic efficiency of the existing interest expression system from theoretical aspect. Although we have established a multiple system of interest expression, including people representatives interest expression system, political consultative system, letters and visits system, parties interest expression system, administrative leader's interview system, the land-expropriated farmers can hardly express their and safeguard their interest by means of this set of system. Through the case survey, the chapter suggests that local governments under the pressure-model-system have "control-to-secure-stability" activity logic. Local governments will respond to various interest expressions of land-expropriated farmers though integrated use of "powerful control" and "compromise". Meanwhile, In the model of "township governing and villagers' autonomy", the future for the land-expropriated farmers to express interest will be full of hardships and risks.Chapter 5 puts forward some countermeasures to establish an orderly mechanism of expressing the interests for land-expropriated farmers. It emphasizes that, in order to guarantee the land-expropriated farmers' rights to know, what is the prerequisite for the land-expropriated farmers to express interests is that land property rights should be well defined and clarified; land expropriation system should be perfected and land expropriation procedure should be regulated. It should be noted that only when "letter and visit" system are innovated and public media function are enhanced, can the channels for land-expropriated farmers to express interests be cleared and improved; and that we should enlarge the organization space for the land-expropriated farmers to express interest and promote their organization degree so as to establish a platform for land-expropriated farmers to express interests in a more effective way.
