Study On The Research Evaluating System Of Teaching And Research University

Scientific evaluation is an important part of research management. It provides supervision, guidelines control, feedback and etc. during the research activity. A teaching and research based university is referred to a university that has coupled teaching and research together. In the wake of regional economics development, such universities should integrate their strength and establish a system to meets its current research requirement and future development needs; to provide a guidelines and encouragement to its staff. This work is to review the theory and practice background of the research evaluation for those teaching and research based universities with an example of Huaqiao University. The main task and outcome of this study are described as follow:The comprehensive literature collection method, analytic hierarchy process method, empirical research method, comparative analysis method, quantitative analysis and qualitative analysis method are applied to analysis the current research evaluation model for domestic and oversea universities. A brief review of the development for domestic universities'research evaluation is also presented. The fundamental elements of the research evaluation for a teaching and research university are presented along with their problems and causes. The principle for the establishment of research evaluation index system is studied; the methods of quantitative analysis, qualitative analysis, and a combination of both are used to established research evaluation index system for those universities; an analytical hierarchy process is then applied to verify such system. The impact of main selection is discussed through the introduction of research evaluation system. The implementation of the research evaluation system is described in detail; and the feasibility of the system is analyzed through an empirical examples. A scheme that combined the theory and practice is proposed to improve the research evaluation of those universities.The implementation and feasibility of the research evaluation system are the main focus of this study. This work provides a good reference for the implementation and feasibility issue in a relation of Scientific Research Evaluation.
