Although Quan Zhou's private higher education got off to a late start , its development has been very fast. To serve the development of its local industries, the professional curriculums offered by Quan Zhou's private higher educational institutuons have their own distinguishing characteristic. The development of private higher educational institutions (PHEI)in Quan Zhow has greatly contributed to the growth of local economy. However, there are still many problems which have arisen in their progress,among which the human resource management(HRM) is rather outstanding.Based on the detailed introduction education theory of domestic and international non-governmental university research status , this paper summed up the problems of the human resource management in Quanzhou private universities which lack of effective human resources management planning, inadequate job analysis, non-standard recruitment employed, imperfect incentive mechanism,no sound assessment system and insufficient management information system applicationsand , and then analyze the five reasons for these problems, namely, the implementation of government policies in place, the social security mechanism is not sound and faculty of the lack of confidence in the development of private universities, private universities are not correct, and investors, motivated school administrators management of private universities unscientific.On a basis of summarizing and analyzing the reasons for the problem, this paper puts forward optimum quanzhou non-state-run university human resources management measures in particular,that is, from a macro and micro aspects of settlement. At the macro,the Government must stress the macro function and strengthen the support, guidance and supervision of private universities in Quanzhou ; at the micro,it requires the organizer of private universities to change educational philosophy,and to achieve the separation of ownership and management.Private College administrators should make a scientific management plan, optimize the management measures and perfect the performance appraisal system,complete the incentive mechanism and improve the standards of information technology management .Finally, this paper takes the Software Institute of Quanzhou Normal College as an example, analyze it as the software professional training mode reform of experiments which is implemented by the the Ministry of Education in Fujian Province, execute "public system, private operation" mode, and the problems of its human resource management and the causes, then propose an upgrade strategy.
