Since the 1980s,evaluation of higher education quality has become one of the most important projects.Especially along with the socialist market economy system gradually established and the reform of the higher education system deepening unceasingly,there has been growing concern about improving the higher education quality under government and all sectors of the community.It is necessary for building the Higher Education Evaluation System (HEES) with Chinese characteristics.This thesis analysed the history of HEES in our country.Our present HEES has made some contributions in the former time.With the new background,the disadvantages of the HEES have been revealed increasingly.Such as simplification of subject,legislation lags behind,organization immature,lack of effective market adjustment mechanism and so on.To solve these problems,this dissertation referens Public Administration Theory.On research of HEES by the views of diversity management,public authority,voluntary cooperation of equality.The thesis proposed build HEES from the perspective of public administration with Chinese characteristics.It emphasizes diversified subjects,transformation of government functions,support for organizations,improve legislation.The public administration mode provided a new vision on higher education reform.It backed public power,ruled by principle of multiple,co-management resources and affairs.It coordinates the relationships between government,market and universities.Finally,it would maximize effectiveness of education resources and public interest.
