As a useful try of Chinese regional educational reform, managing by delegation public schools by educational intermediaries, has aroused the concern of much educational practitioners.Focusing on the research of managing public schools by educational intermediaries, basing on carding the research achievements about managing public schools by delegation at home and abroad,the author has explored the implementation of the hosted model elements that improve the hosted model reference by full implementation of the case analysis.In the first place, the author has revealed the essence of the meaning of this hosted model, necessities and feasibilities used in educational practice. The essence of its content includes the formation of the government initiative as motivation, clear responsibility and authority, the operation mode of the concrete details of features and team supporting education by contractual forms as a form. The necessities consist of the transformation of government functions, educational balanced development and multicultural education development needs. The feasibilities include the inspiration of applying the principal-agent theory into the economic field, system reference of managing public schools by delegation,the support of the government as well as the emergence and development of educational intermediaries.In the next place, through showing the whole process of specific implementation in the case and the comprehensively review the implementation of the results, the author has summarized enlightenment. Firstly, based on the perspective of the principal-agent theory,the author has concluded that selecting the appropriate object and designing comprehensive contract is a key factor in the successful hosting; establishing the marketable evaluation mechanism and providing the appropriate systems and financial security is managed successfully to protect the school conditions. Secondly, based on the perspective of organizational change theory, the key factors for successful change schools consist of advanced educational concepts, military-style white hat principals, appropriate organizational objectives and characteristic core technology; the security conditions for the school managed successfully includes standardized organizational systems as well as reengineering organizational culture change.According to these implementation elements, the author has put forward proposals to further improve the model.Firstly, for the government, we should establish evaluation indicators and the main custodian; enhance risk control and constitute preventive mechanics; expand the allocation of resources, enhance the support capability. Secondly, for the education intermediaries, we should train advanced education ideas to enhance the body's soft power; set up quality management team to enhance the implementation of power sector; explore characteristic organizational skills to tamp hard power of the organization. Thirdly, for the public schools, we should cultivate the sense of self-development to stimulate the driving force for school development; Speed up the localization of high-quality resources for building up the development of internal driving schools.
