Since new century, the education issues of floating children in cities has always been one of the hot topics which most people play attention to. In recent years, more and more floating population in our country have moved to cities and show the characteristic of "whole family migration". This causes more and more floating children live and study in cities. Many floating children lived in the cities from their childhood, and some people call them "the second migrant" of cities. So, the educational need of the floating children are not only receiving compulsory education, but has expended to receive high school education in cities. More and more floating children are eager for receiving high school education in cities. However, floating children receiving high school education in cities is still very difficult now. This issue has been the marked problem which affects education equity.This article mainly studies and analyzes the problems of floating children receiving high school education, tries to analyze the reasons that cause these problems and to explore the methods that can solve these problems. In consideration of this, this article made a survey of the problems of floating children receiving high school education in Q district of Nanjing city where there are many floating children. Through the survey, the author has known the present situation of floating children receiving high school education in Q district of Nanjing city, and has concluded the problems of floating children receiving high school education at present, mainly including:the desire of floating children entering high school has been fettered by policy; floating children are faced with inequality chance of entering a higher school; floating children who are receiving high school education in state-run high school are still treated differently from local students. Then the article analyses the reasons from the angle of educational policy, mainly including:the deficiency of the educational policy results in floating children entering high school having no regulations to follow; policies which are expressed not clear set recessive obstacles; policies which aren't flexible make the obstacles of floating children receiving high school education couldn't be eliminated.On account of these reasons, this article has given some advice to solve the problems of floating children receiving high school education, they are:make explicit educational policy and define the responsibilities of local governments and schools, guarantee every right of floating children in receiving high school education; increase invest and enlarge educational resources of high school in cities, give an equal chance to floating children entering a higher school; plan the development of education between cities and counties as a whole and promote integration of the development of education between cities and counties, prevent the problems of floating children receiving high school education occuring again.
