Migrant workers in China as the rapid economic development of uneven phenomenon caused by the special social problems which related to the sustainable development of the harmonious society cannot be ignored. Social policy is aimed at social "public trouble" using the state authority to re-deploy the whole community resources. Social policy itself is an expression of democracy of"civil society" , but in the Chinese traditional cultural values , government is "universal" , this concept is still affect a lot of people , which has brought many negative effects on the development of localization of our social work . In the course of previous studies , people mainly highlights the ideology of social policy , but less emphasis on the interaction of social policy and reality environment , too much emphasis on social policy audience in social policy formulation, implementation and evaluation of the "voice" to achieve the problem . That is to say, less emphasis on the dominant position of the audience, and audience's of sense of"national gift" is relatively strong, which is not conducive to the formation of "civil society". Therefore, when we make the social policy as a primary method of social work, we must discuss the interaction of social policy and reality environment, and in a series of "scene" of social fact is characterized as a social problem and can be further increased as a social policy issue. So the state and government will take social action for some social target. There is no doubt that compared with other social work methods, the number of people directly or indirectly benefit from the universality is the largest, despite it is led by the government. Moreover, in the benign course of social policy, the members of society is not passively accept the "social policy", but actively involved in the whole process of social policy.This paper is concerned the migrant children how to achieve social integration in the course of nine-year compulsory education , as well as in the interactive process of social policy and reality environment . Eventually every school-age children can enjoy equal compulsory education.
