The key to make education informationize in our country is to improve teacher's educational technique ability, especially those teachers in countryside school Xuzhou is a famous city focusing on education, while the situation should be paid attention to in the undeveloped areas. Therefore this topic's research owed its significance regarding improving and enhancing the teacher educational technique ability certainly in the domestic economy undeveloped areas.First, this article discussed the background, content, purpose and significance, the research method; Secondly, after the interpretation and feedback of the standard and training materials of education technology, it put forward the connotation of the teacher's educational technology capacity by researching the present situation of educational technology capacity at home and abroad. It could be summarized into the ability of informational teaching designing, the ability of understanding the knowledge, the ability of operating the technique, ability of information communicating as well as the ability of teaching pondering and science researching ability of educational evaluation. Based on this, the author made a survey of the present situation of primary and secondary school teachers in rural areas in Xuzhou City.The author random selected 360 subject teachers from 12 in the six county areas, such as Tongshan, Suining, Pizhou, Peixian, Xinyi and Fengxian to make a survey, meanwhile with Pizhou as the study sample, the author visited some local leaders, staff of House of audio-visual education, teachers and students to analyze the local education status of technical capacity, and found the problems:The rural basic training institution is distempered, comparatively scattered; the willingness of the teacher to accept the training and self promotion is not so strong, together with the irrational teachers" structure the age problem is more serious; training anticipation and training reality is disjoint; the technical training of the rural primary and secondary school teachers education is not practical; the effectiveness of training management needs to improve further; the atmosphere scientific research is not high; the emphasis of school-based teacher training is not enough, the software and hardware of educational technology resources' building is not dynamics.The author proposed the corresponding countermeasures through research and induction:with the help of administrative action to improve the training of management. establishing a new concept of educational technology for teachers; establishment of educational technology learning organization; establishing enhancing the treatment of teachers; establishing the study assistant center; optimizing the existing teacher education technical training; breaking through the traditional school-based training methods; increasing the put of funds to build a relatively complete application of educational technology environment.
