On the basis of the analysis of training status at home and abroad, the author finds that the majority of scholars concentrate on the making of Educational Technology Competency Standards,the applying of educational technology capacity in actual teaching as well as the analysis of various elements in the training process, on the contrary ignores philosophical thinking of the effectiveness of the training. So it is lack of the theoretical basis and methodology support in the analysis of effectiveness. To this end, the topics start from the philosophical perspective, from the internal and external standards of the effectiveness, carry out a reasonable interpretation on the content of the effectiveness of educational technology training. Starting from the external scale, the author has combed the key factors impacted on the capacity of formation and development initially through field research,interviews with experts,literature research as well as other channels, then has analysized the relationship between the impact factors, and has constructed the effective model of the educational technology training. So it will provide a theoretical guidance for rational use of the law of the formation and development of educational technology capacity and improving the effectiveness of training. Starting from the inner-scale, the author introduces the theory of level into the training, and provides a new methodology for the training. Following the analysis of the feasibility of the applying the theory of level into the educational technology training, the author puts forward the idea of the training at different levels. At the same time, under the guidance of the effective model of the training, with the methods of stratification of training, the author designs the training activities for multi-level needs of the teachers' education technical capacity. With the help of instructors and training team, the author has implemented the stratification of training, has achieved initial results, has accumulated valuable experience, and puts forward some proposals and reflection for some issues in the course of training.
