With the rapid development of education information, the content of the teachers'professional development is becoming enriched. Teachers must have the educational technology capability. Countries around the world have developed the capacity of educational technology standards for teachers in order to strengthen capacity-building of educational technology. China promulgated The Educational Technology Capacity standards of primary and secondary school teachers in 2004, and the ministry of education has started up"The building project of Education Technology Capacity of countrywide elementary school and middle school teachers". It is to provide that technical sustain for teacher training which the "tele-education project in rural primary and secondary schools". Teacher Education Technology Training is becoming focus on study.From 2005 National educational technology training for teachers has implemented in some areas. By the year 2007 it has been launched across the country. The training project of educational technology capability-building of primary and secondary school teachers had been launched in Xinjiang Uygur Autonomous Region on March in 2008.The author of this article, as the teacher, had taken part in training in the Xinjiang Uygur Autonomous Region. With Phase I, Phase II and Phase III , author studied in-depth the training involved in the training mode, training activities and strategies, learning support services, Performance Support and other aspects. And author has analyzed the disadvantages of"on-line mode of Education Technology Capacity countrywide elementary school and middle school teachers". Through the analysis, the author has discovered that the mode of blended learning is a better way to solve these problems. So the author put forward the a training model framework that combines face-to-face and on-line training based on the blended learning , hoping that is useful for future work.
