Grain For Green Policy Of Gender Analysis

In order to improve the present worsened ecological environment, the Chinese government had formulated the Grain For Green policy, as to contain ecology problem such as soil erosion. The Author did in-depth investigation,carried on a empirical study on grain for green policy in Bai village of Yuyang district in North Shaanxi. Collecting material by the depth interview primarily, the questionnaire survey auxiliary.Based on the analysis of the material, the article described the implementation of five sections in returning cultivated land to forest in Bai village, used the public policies and social gender theory and social relation method to carried on a social gender analysis to the above content, and puted forward the proposal.The results showed that, because of the deficiency of social gender perspective in the formelation and implementation of the grain for green policy, there was no article to protect the female's benefit, during the policy implementation neglected the female's participation. After the implementation of the grain for green policy, the male went out to work, the female undertook the agriculture work, the forestry work, the domesticated animal feed, the housework and nearly all work, the burden was quite heavy. The female started to contact the resources and make decision, however as a result of the traditional thought and the existing system's restricition, male was still the "master mind" in the family, the female had to obtain the male's agreement to make decision in significant business. The female participated more in the village business formally, the policy had not brought the growth of right to female. Females were not the natural environment protection people, their ecology idea, the cognition of ecology policy and the choice of livelihood behaviour were affected by their knowledge, economic condition and so many kinds of factors, the individual survival reason is higher than the community environment reason.During the implementation of the grain for green policy, the female did not get developed as same as the male and the village, it was not only because the deficiency of social gender perspective of the policy, but also the long male power thought's restriction. Therefore on one hand should increase the female proportion in the policy-making organ, strengthen the policy maker's gender consciousness, change the tradition benefit allocation model, enhance the gender sensitive of policy, on the other hand strengthen the research and publicity on social gender theory, take female's social value, improve the quality of female, exert the female's function in countryside production and ecological protection.
