Theory Of Gender Mainstreaming On The Public Policy Implications

Gender mainstreaming has been the action-guide of our country's gender equality and women development since it be accepted as the effective strategy in the fourth World Conference on Women in 1995.It influences all aspects of our society especially in policy formulation and execution in these 11 years.Autarchy is the precondition for women to obtain status and independent in social domain. Women can establish own personal dignity and value only in public work. In now society, the condition of women employment weighs the degree of social coordinated development and comprehensive progress. Under the economical globalization condition, the development we pursue is coordinated development, the progress we pursue is social comprehensive progress. But the development and progress which repels the majority women outside the employment army can not be called the coordinated development and comprehensive progress.Gender mainstreaming causes the changes of our country's employment policy as well as the social development. Based on this huge influence, this article write from the introduction of the gender theory and the gender analysis frame. By the angle of gender view, it analysis the employment policy of our country using the social relationship analytic method which analysis from country,market,community,family four aspects. For the purpose of excavating the in-depth reason exists in the social authority structure and the system which causes gender unequal through these analyses, then obtained the influence that gender mainstreaming makes to public policy of our country as well as the existence question and aspects can improve. In order to have the enlightenment of constructing the gender equal mechanism, raising the equal level of sexes for sharing social resources, safeguarding the healthy rights and interests of women, developing the potential of women, constructing advanced sex culture, constructing the harmonious society .The innovation of this article is using a new method (social relationship analytic method) analysis our country's employment policy, thus obtain the influence gender mainstreaming to public policy. It summarized the success experience which gender mainstream implemented for 11 years and the existed question and improvement countermeasure. It enriched the research about gender mainstreaming and make advantageous to the construction of harmonious society theory.This article thinks along with the gender mainstream implementation in our country, the public policy of our country was gradually changed from the sex neutral policy, the sex equal policy or the sex difference policy to the gender consciousness policy. In the process of policy formulation and implementation the attention to gender equality was strengthened day by day. Along with the consummation of national mechanism in improving women status and promoting gender equality ,the enhancement of women's host consciousness and the diverse development of women organization , the gender mainstreaming of our country has made big progress, however compared with the international society also has not small disparity. We need bring gender equality and women develop into the harmonious social strategy; fully display government's leadership and regulation function; raise the level of women suffrage; value and safeguard women's personal healthy rights and interests; construct and initiative equal, harmonious, civilized advanced sex culture; formulate gender sensitive target, only this can finally realize the gender equal socialism society.
