Higher vocational colleges’ social service level is a comprehensive test of their school-running level.Significant national policy documents such as the points of view on Implementing High-level Vocational Schools and Professional Construction Plans with Chinese Characteristics and the National Vocational Education Reform Implementation Plan emphasize that the development of high-quality vocational education must include the improvements and achievements of higher vocational education’s social service capabilities.The upgradation about social service level of higher vocational colleges in Hubei Province’s "Double High Plan" is an necessary direction to promote the high-quality and innovative development of higher vocational education in Hubei Province.This study takes eight "Double-High Plan" vocational colleges in Hubei Province as the analysis cases,takes the implementation of social services as the main research content,and analyzes the research value from the orientation of the national vocational education policy,the requirements of high-quality economic and social progression in Hubei Province,and the horizon of higher vocational education.By using three research methods which conclude literature research method,survey research method and case analysis method,this study analyzes the "Double High Program" higher vocational education in Hubei Province from six dimensions: rural revitalization,industrial development,talent supply,technical service,lifelong education service and international association.Based on the main measures of social service implementation in colleges and universities,and combined with relevant website data,it is concluded that the main problems include uneven service quality,limited group orientation,immature model exploration,and less development of characteristic projects.It is believed that weak social service awareness,lack of service departments,scarcity of service resources,and lack of focus on the main body’s demands are the main factors affecting the poor performance of social services.In order to improve higher vocational colleges’ social service level under the "Double High Plan" in Hubei Province and better play the social service function,the following reference measures are proposed: first,clarify the positioning,norms and pursuit of social services from the conceptual level;second,from the perspective of action level,it is proposed to strengthen the social service capacity building of teachers,build an overall and coordinated social service mechanism,and strengthen various resource guarantees;third,expand the pattern of social services from the level of environmental optimization,such as developing international social services,and establishing collaborative and symbiotic relationship with service groups,learn from the high-quality social service experience of similar institutions,etc.
