The Influence Of The Benefit-guiding Mechanism Of Family Planning Policy On Gender Preference

For comprehensive management of population problem, especially the sex ratio problems at birth, our country has developed a series of the benefit-guiding mechanism of family planning policies, so the effect of these policies has become the concern of the government and many scholars. Therefore , based on the integration of the foreign family economics, family policy theory and domestic public policy theory, this study has brought the benefit-guiding mechanism of family planning policies into the influence factors of gender preference for the first time, and use the method of quantitative research to explore the influence action and effect of the benefit-guiding mechanism of family planning policy on gender preference, and discover the reasons.In order to reflect more accurately to people's gender preference, this study improved the previous measurements of gender preference, which can measure the direction of gender preference (preference for boys or girls, and balanced preference) and the intensity of gender preference. On the base, this study has reflected the influence intensity of the benefit-guiding mechanism of family planning policy on gender preference by analyzing differences from gender preference of the groups who have different understandings on these policies.The research has shown that the intensity of gender preference is influenced by the factors of age, educational level, residence in the city (relative to the people resident in rural areas), contact with media information (relative to no contact with media information), the number of sisters, and etc., however, other factors, such as the different income levels , gender, floating experiences (relative to those who have no floating experiences), and the number of brothers, have no significant effect on the intensity of people's gender preference; after controlling other variables, there is a significant positive influence on the intensity of gender preference by the understanding level to these policies, meanwhile, which has a significant negative impact on the strength of balanced preference, this can show that the benefit-guiding mechanism of family planning policy has the "reverse guiding" effect on gender preference, which may be caused by the following four reasons: Firstly, the guiding strength of the benefit-guiding mechanism can't reach the effectiveness that people procreate a boy more, secondly, it is likely to be influenced by "culture difference ", thirdly, it's an indirect recognition of the weak position for girls from the benefit-guiding mechanism of family planning policy, fourthly, there are contradictions and conflicts between the benefit-guiding mechanism and other benefit policies; That the benefit-guiding mechanism of family planning policy is not effective is because there is a lack of coordination within the subject and object of the policy system, between the subject and object of the policy system, between the policy system and other benefit policies and conditions, the contradictions and conflicts within the benefit-guiding mechanism of family planning policy system have a serious impact on the role of the policy to play.
