The sex ratio at birth is a major issue in population study. Since the fifth census in Guangzhou, it's found that the problem of gender imbalance is serious. If we don't take seriously on the gender imbalance in babies, it certainly will cause imbalance problem on part of the age groups or even the gender structure of whole nation, which will bring about a series of troubles related to population security, economy, politics, society, and culture. This essay used some of the data from the sample survey"Study on generational will in Guangzhou"conducted by the family planning bureau of Guangzhou municipality in July 2009. Through the study of qualitative data and the quantitative data, we are to probe the underlying causes of the impact on sex ratio at birth in Guangzhou, analyze the influences of social and economic background, cultural tradition and the family planning policy on the rising sex ratio at birth, discuss the imbalance phenomenon of the sex ratio at birth and its internal agent, and put forward some recommendations on policies base on the above.The facts are analyzed that the sex ratio at birth of Guangzhou rose rapidly and then experienced slow drop in recent years. Now it still fluctuates slightly above normal range, and at the same time it shows the characteristic that the ratio is higher in rural areas than the city centre, in floating population than the household register population, in unplanned birth population than planned birth population. The result shows that the male preference is the root cause of the sex ratio at birth problem. After analyzing, it is found that the main factors of the influence on the high sex ratio at birth in Guangzhou include: male preference tradition, changes of family planning policy, the floating population in the process of urbanization, the collective economic distribution system of higher level economic development, and advanced gender identification technology and gender selective abortions. It reveals the fact that the concept of measurement on sex ratio at birth in Guangzhou falls behind, the governance needs to be improved, and the management method lack. At the end of essay, the author brings forward suggestions of improve the sex structure on the issue of sex ratio imbalance in Guangzhou based on the analysis on the results of the research. These suggestions include repositioning the goal of Guangzhou population development, adjusting family planning policy reasonably, guiding the public to change their conception, using advanced experience for reference, establishing and improving the governance, and strengthening the government segregation of duties and evaluations of governance.
