Wage system is an important way to adjust payment distribution among teachers. Teachers'salary is the financial foundation to sustain survival and inspire development. Personally, teachers'salary has an influence on their enthusiasm on work; it also affects the stabilization and development of teaching body; and besides, it can even affects teachers'social status and occupational prestige.In recent years, the common development tendency of teachers'salary is meritocratic ideas and it has been a hot issue in pedagogical economics in many countries. In 2007, Russia launched a reform in teachers' wage system, changed its Unified Wage Scale System to New Wage System. Based on the reason, content, implement and effects, this research will analysis the New Wage System's characteristics which is different from other countries. Finally, this research explores the rationality of the new system through several wage theory.The content of this research is made up of 5 chapters:Chapter 2 introduces the history background and reality reason of the salary reform in Russia. Problems handed down from the Soviet Union is an important direction of the reform; the current wage system can no longer meet the modern education quality; besides, as economy develops, the change of appropriation makes it possible to reform teachers'wage system.Chapter 3 concludes the content of reform. Unified Wage Scale System's key elements are minimum salary forehead, rank and coefficient while the new system introduces Incentive wages and extracurricular activities. The content of the reform includes how to ascertain basic and Incentive wages among teachers.Chapter 4 explains the implement process of the reform. Based on the"top to bottom"example of Novgorodskaya oblast, this chapter draws the outline of implement process from the point of policy foundation,process and pattern.Chapter 5 concludes the effects and problems of the reform. Based on the example of Kaliningrad, this chapter analysis the incentive effects on teachers'work and the influence on teacher mobility. Besides, this chapter also concludes some query and problems of the reform. Chapter 6 explores the rationality and characteristics of the reform. Based on 3 wage theory, this chapter analysis the external, interior and individual rationality of the reform; based on the reform practices and consulted other countries'experience, this chapter also analysis the characteristics of the reform of the New Wage System.
