The rapid development of the social economy had a profound impact on the labor market.The rapid development of the social economy had a profound impact on the labour market whole there are a lot of rural migrant workers have poured into cities to engage in various industries and become an important force in urban construction.However,the problem of wage arrears of migrant workers is a serious social problem in China.To effectively solve this problem,Zhejiang Province took the lead in implementing the "no wage arrears" system.The implementation of this system is directly related to safeguarding the laborers 'legitimate wage rights and interests as well as maintaining social and economic harmony and stability.Therefore,it is of great significance to do a good job of "no wage arrears".Nonetheless,as a new system that has just been launched for two years,the “no wage arrears” system is still faced with many challenges in practice.How to exert its effectiveness and enhance its implementation effect so as to protect the migrant workers' wages and rights is a critical subject before us.This article takes City Y as an example to sort out the implementation process of the "no wage arrears" system and points out the current status and achievements of the implementation of the "no wage arrears" in City Y.It makes comprehensive use of related public management theories,such as cross-departmental collaboration and cooperation theory and government supervision theory,combine the actual situation of "no wage arrears" execution in City Y and point out that the problems in practice,including inadequate implementation of the system and the lack of efforts to deal with wage arrears,inadequate handling capacity at the grassroots level,inadequate implementation of industry regulatory responsibilities,and unclear division of powers and responsibilities.At the same time,this article analyzes the underlying reasons behind these issues from five levels: laws and regulations,departmental collaboration,administrative law enforcement,administrative governance and rural migrant workers.This article finally puts forward suggestions to solve the problems existing in the implementation of the "no wage arrears" system in City Y from five aspects:improving the labor legal system,establishing a departmental linkage mechanism,increasing the treatment of arrears of wages,effectively implementing related systems,and increasing the publicity,with a purpose of making the "no wage arrears" system implemented thoroughly and effectively,and ensuring that the problem of rural migrant workers' wage arrears can be solved smoothly.
