Reform and opening-up caused a series of profound changes in China. In the context of transition of economic system and the disintegration of system of Unit, new private housing and community self-governing become more and more popular. So a new self-organization, homeowner self-organization which based on property rights of housing is noticed and discussed. Because of the coupling of homeowner self-organizationand and civil society,lots of scholars show high expectations on its effect on pushing the construction of civil society of China. Although the development of economy and the promulgation of the law created favorable conditions for the development of homeowner self-organization, in actual operation, homeowner self-organization has encountered many difficulties.This paper selected three typical communities in Harbin, from the perspective of "process - event analysis", to grasp the course of events of the set-up, election and rights protection of homeowner self-organization, with the analytical framework of "State - Market - Social ", analyses the obstacles that homeowner self-organization encountered from the establishment to the operation.Community is the foundation of the development and growth of society. The complex relationships among state, market and society can be reflected in Community. This article attempts to clarify interactions of the neighborhood and street offices, developers and property services companies, the owners and the homeowner self-organization.Through in-depth interviews and surveys the owners, committees, neighborhood, property services companies and so on in three communities, finding that the attitudes of neighborhood and street offices, developers and property services companies , the owners are the key factors on the set-up of homeowner self-organization. And the attitude of the neighborhood, which represents the state, is essential. Facing the superior-subordinate relationship of neighborhood and street office, and "father and son" relationship of developers and property companies, the relationship of the owners and the homeowner self-organization isn't so close. Under the powerful suppression of the country and the restriction of the immature market, weak society seemingly overwhelmed. But the seed of civil society has gradually germination,under the breath of country and market.
