After entering the 21st century, China's economic development sustains a faster pace. What's more, its forms diversify, in which regional economic development is particularly prominent. Competition between regions focuses on talent competition. Attracting talents effectively and bringing talents aggregation are prerequisites for regional economic development. Talents aggregation in the process of promoting regional economic growth plays an increasingly important role. Firstly, as an important way of reconfiguration of human resources, talents aggregation plays a significant role in optimization the human resources'structure; Secondly, a fast development of economic needs plenty of talents that talents aggregation can meet this condition; Finally, excellent talents get together that can form a variety of effects through the mutual impact of competition. It accelerates the economic development, but also can further enhance the quality of talents and achieve self-worth professionals.Scholars in the past carry the study of talents aggregation from one side, for example, effects of talents aggregation, the model of talents aggregation and talent gathered force and so on and so forth. Thus they may have a simplex conclusion. This article, from the system point of view, does the analysis of talents aggregation. Firstly, this article based on the summary of the relevant research literature, describes the content of talents aggregation and the formation conditions, which are flow of talents, environment lead and income differences. To conclude, four new features of regional talents aggregation system are analyzed. They are E-resistance, dynamic, self-superior and synergistic. This paper constructs the framework of regional talents aggregation system and analyzes the three main subsystems, such as outside talents flow-into the area system, talents interaction within and outside the region system and talents within the region management system. as well as discussing the operating and the relationships of these three subsystems. Again, from the region, industrial and organizational aspects of the system, this article discusses the main factors of regional talent aggregation during the entire evolution. Based on this, this article further analyzes combination of the staggered feature of regional development and the evolution of the path of regional talents aggregation. The main content contains talents structural characteristics, talents aggregation mode and talents aggregation effect of each stage. Finally, a case study is given, on the basis of describing the major industries and the size of the existing talents in Caofeidian Industrial Area, and further analyzes the current advantages and disadvantages of the Caofeidian Industrial Area in the aspect of gathering people, and makes the relevant recommendations follow-up to the development of Caofeidian Industrial Area to speed up the strategy of talents aggregation.
