Regional higher education and regional economic interact each other to promote the rapid development, regional higher education support professionals, technical and intellectual for regional economic development, and regional socio-economic give development of higher education for the region to provide material support.Because resources of regional higher education are limited and higher dependence from the development of the higher education, making the competition between colleges and universities is intense. The competition determined by Quasi-public attributes between the different colleges and universities to compete has its own characteristic, such as non-sufficiency, hierarchy and wide range competition. Taking an example of higher education in Hubei Province, which the total and scale of higher education forefront in our nation, competition among college students, high-quality teachers, government investment and so on is intense. Because the competition between colleges is not sufficient and excessive and disorderly, the higher education contribution to economic development is affected in Hubei Province.Competition is good to promote resources allocation of regional higher , to improve the quality of education in colleges and universities, to achieve the diversification of higher education to meet the needs of the educated, and to achieve rational division of labor higher. Specification of the competitive situation of Higher Education needs to draw on the experience of other countries. There are many similarities between the problems of regional higher education at this stage and the background of the California Master Plan for Higher Education, so we should learn the successful experience of California Master Plan for Higher Education to deal with all interests of various universities , to improve chaotic, disorder status of the regional higher education , to promote structure optimization of regional higher education and to format a reasonable pattern of competition in regional higher education.
