The 3rd Plenary Session of the 16th Central Committee of CPC proposed "the overall planning for urban-rural development" strategy conception, followed by the 5th plenary session of the 16th Central Committee of CPC proposing "the construction of socialism new countryside" development goals. And'the 17th Committee of CPC further proposed "new socialist countryside construction regional development coordination enhance" requirements. In January 2010, the central issued the government no.1 document which mentioned increase urban and rural development efforts, reflecting for the "three rural issues" continuous attention and also make the farmers being focused again by the people allover the country. Farmers are the subject of new rural construction and also are our country's modernization important strength. As a special group, the disadvantage group of rural people, need more concerns.With the further development of market economy in China and the social 'structure transformation, the social differentiation is more and more obvious and the gap between rich and poor gradually increased which maked the rural disadvantaged group's problems becomes more apparent. Rural adult disadvantaged group is the most important part of the whole group whose problems increased gradually seriously influencing and restricting the development of rural harmonious society that causes the attention of the government as well as the whole society. Education is the core of rural human resource development, is the effective way to promote the value of human capital of the rural disadvantage adult group, is the long-term plan to solve the problems of rural disadvantage adult group. Education workers have already fully realized the great value of providing education service to the rural disadvantage adult group and the rural disadvantage adult group themselves have increased their demonds about the education as well.At present, more and more rural disadvantage adult groups have realized that learning knowledge and skills is the important way to increase economic incomes. In order to increase economic incomes, improve social positions, and change their disadvantage status, they have to obtain relevant knowledge and participate in relevant skills training. Therefore, further study the rural disadvantage adult groups'education and analyze the problems existing in the education service is important to improve pertinence and effectiveness of education.This research take LiCheng district and HuaiYin district in Jinan, eastern Shandong province, as an example. Through the form of questionnaire and interview, I try to understand the basic situation of education of the disadvantage groups and try to understand their education needs. On this basis, I have proposed relevant countermeasures, education and skills training for effective development activities and helped them to develop employment ability, improve life quality, promote the realization of the healthy and sustainable development.This research can be divided into four parts:The first part mainly explains relative concepts in this research and analyzes its theoretical foundation;The second part analyzes the basic situation of the disadvantaged group in education, the current situation, the education needs and the attitude according to the data and interview survey of LiCheng district and HuaiYin district rural adult.The third part finds and analyzes the contradictio between the demand and supply of education based on the analysis of the education demand of the disadvantage group.The fourth part provides effective suggestions to fullfill the demands of the disadvantage groups for the education based on the present situation of rural education.
