I utilize the theory of human resource management theories about performance management combining the actual situation of tonghua Teachers College personnel management, by combing related material, analysis of data, integration theory, attempt to find and optimize the performance appraisal system of tonghua Teachers College, has made some work, but there are also insufficient need constantly to refine and improve in future research.First of all, I read a lot about performance evaluation and performance management of university teachers and other aspects of a large number of documents, carding performance appraisal and development of teachers and other aspects of theory, theory basis for the writing of this article; Then I use work on the working units--of tonghua teachers ' performance management conducted a serious investigation, gave a comprehensive exposition of the existing personnel management system, and for it to be a more systematic analysis, concluded that the current problems of tonghua teachers ' performance management and reasons; Finally, I combined with performance management research results, trying to optimize the tonghua teacher performance appraisal system for design, and proposed the specific steps and the associated procedures, as well as it should be noted that the implementation of specific issues.The system of the university teacher's assessment is the core-stone of modern university personnel administration. And at the same time,to encourage the independent,over all and professional development of the university teachers. The nature and characteristics of the profession of the university teacher determine the complexity of the assessment. It is a tough mission to set up an assessment system,based on the stimulus theory,the needs to encourage independent development of the university teacher,in line with the laws of the double purpose of research &teaching,that of the growth of the teachers and embodying the characteristics and the administrative realities of specific universities. This paper mainly consists of four major parts.The first part of the basic situation of Tonghua Normal College and Teacher Performance Evaluation of the situation and make an explanation. The second part of the professional attributes of teachers from the university and labor characteristics, university teachers, the theory of self-development elements and elements of Maslow's hierarchy of needs discusses the theories of Tonghua Teachers College Teacher Performance Evaluation System for optimal design theory and the general idea. The third part of the author from the structure, assessment cycle, the key indicators of performance evaluation and the weight and other aspects of the performance evaluation system, Tonghua Teachers were optimized. The fourth part of the author's premise from the implementation, procedures, and security analysis of three aspects of Tonghua Teachers College optimized implementation of teacher performance evaluation system.
