The development of software industry in China began in the1980s, and it has maintained a high-speed growth in the past30years.The modernization of life is gradually changed with the rapid informantionization, which makes the application of software products penetrate in all areas of the development of national economy and the daily social life. The software industry has also become a basic industry that supports the development of national economy and social construction. The software industry palyed a more and more important role in both people’s daily life and the realization of national strategy, Our country paid high attention to the development of the software industry all the time, and has made a series of policies to support the development of software industry. But with the development of software industry, there exists lots of problems increasingly exposed. The most important and urgent problem is that the core technology of software industry is subject to foreign powers, which hindered the pace of our country’s software industry towards the world. Based the background of the economic globalization and our country overall advocating of independent innovation,the software industry independent innovation is imperative. It is necessary to have a clear understanding on the independent innovation capacity of software industry, and only in this way it can pave the way for the software industry independent innovation in the future. Starting from the related theory of independent innovation, this paper makes the evaluation index system of independent innovation capacity referring other industries. After selecting17representative software cities, this paper conducts an empirical analysis on the software industry independent innovation capability of the17cities with the combination of the entropy weight method and the grey correlation analysis method, giving an objective evalution of the17cities’independent innovation capacity. Then it finds out the deficiency and puts forward some corresponding proposals, and tries to provide some reference to improve independent innovation capacity of software industry in the future.The thesis is divided into six parts.The first part is to introduce the research background, research meaning and content of this article.The second part reviews the domestic and foreign scholars’research on independent innovation, independent innovation capability and the evaluation of industries’independent innovation capability, distinguishes the relationship of independent innovation, innovation and technological innovation and recognizes the connotation of independent innovation,and then give the definition to software industr’s capability of independent innovation.The third part analyzes the main influencing factors of the software industry’s capacity of independent innovation from the aspects of innovation input, innovation process and innovation output. Combining with the reference to other industry independent innovation ability evaluation index system,the software industry’s characteristic, the main influencing factors and the basic principles of establishing index system,this paper constructs the index system of software industry independent innovation ability evaluation which contains innovation input, innovation process, innovation output as the first-level indicators and seven secondary index and16three-level index.The fourth part introduces the methods such as the subjective and objective weighting methods, combination weighting method, comprehensive evaluation method. Considering the advantages and disadvantages of each method, their applicable scope and the actual situation of this paper, then selects the entropy weight method to calculate the evaluation index system of the weight of each indicator, and the grey correlation analysis method as the comprehensive evaluation method.The fifth part surveies the current situation of the development of software industry and software industry independent innovation capability,chooses17software cities as for evaluation objects including Beijing, Shanghai,Tianjin, Chongqing, Shenzhen, Guangzhou, Suzhou, Hangzhou, Nanjing, Jinan, Wuhan, Xi’an, Dalian,Shenyang, Zhuhai, Wuxi, Harbin. This paper collects the cities’ index data of software industry from the year of2007to2011, uses the entropy weight method and the grey correlation analysis method evaluate the software industry’s independent innovation capacity of the cities,and analysises the main causes of differences of software cities’independent innovation capability with the data of the year of2011.The sixth part puts forward some suggestions according to the results of the empirical analysis.
