Independent college, playing an important role in the higher education development in China, has now been an indispensible part in the popularization of the Chinese higher education. The fierce market competition has, at present time, gradually involved universities taking part in the competition with other universities for their construction of teaching staff and for the quality of the students educated by them.Teachers are the mainstay of the higher education as well as the backbone of the universities. They guarantee the normal teaching activities and influence the quality of the students educated by the universities, which contributes to their significance to the development of universities as well as the social economics, cultures and politics. In this sense, the independent college’s ability and level of development depend on its construction of teaching staff who are mainly composed of full-times teachers. Therefore, the question of how to evaluate the teachers under an appropriate system, encourage them and improve the construction of teaching staff influences the development of the universities.Reviewing and learning from the researches and related theories done both at home and abroad on performance management as well as on performance evaluation of the university full-time teachers, and reporting the practical investigation in Zhejiang University of Finance and Economics Dongfang College, this paper analyses the major found problems and their causes in the process of performance evaluation of the full-time teachers there. Accordingly, this paper combines Key Performance Indicators with Delphi Method to set the appraisal standard, applies Analytic Hierarchy Process to set the college’s full-time teachers performance evaluation index weights and uses full-circle appraisal to grade the evaluated subjects. The evaluation system, involving both quantitative and qualitative analyses, contributes to the comparative objectivity, fairness and justice of the evaluation results and is relatively accurate and practically applicable.The practically applicable system of performance evaluation of the full-time teachers designed in this paper deals with the actual situation of Zhejiang University of Finance and Economics Dongfang College, matches her strategic development goals and position and lays a solid foundation for the improvement of her competitive strength in the education industry. The exploration done here also enriches the researches on teachers performance management in China’s private institutions of higher education and can be used as future reference for the establishment of full-time teachers performance evaluation system in independent colleges and other kinds of private institutions in China.
