After the 9·11 incident and the SARS crisis, public crisis management turns to be one of the key focus of government attention and hot area of academic research in China. For a long time most public crisis management studies have focused on the government level in china. The grass-roots crisis management researches are less which leads to grass-roots Crisis management capacity got weak. A mature risk management system must be integrated from top to bottom and comprehensive. Now the core downward of Crisis Management is the trend of public crisis in practice. Urban community, as the basic and distal unit of modern urban public governance system, is considered to be a crucial functional module in urban crisis management system. Enhancement the crisis management capability is Significant to enhance the city and even the whole country's crisis management capability.Based on this background, this thesis selects community crisis management capabilities as the research object,and applies synergetics and emergency governance theory to analysis the urban community emergency management capability in china. The author analyzes the weak situation and the reasons of the weak situation of community emergency management capability; also analyzing the disadvantages of traditional crisis management mode for Enhancement urban community emergency management capability and advantages of collaborative governance mode in urban community emergency management.Based on this, the thesis proposes to enhance community crisis management capabilities with the way of crisis collaborative governance, then elaborated the subjects of urban community emergency and the Coordination mechanism of this mode to analyze the approaches to realize.
