Research On The Administration Legalization Of Institutions Of Higher Education In China

With the higher demands on the quality of the labor force in knowledge economical time, institutions of higher education assume the duty of training highly professional talents for the socialist modernization program. To sucessfully fullfil this basic task, institutions of higher education must transform the traditional administration mode, utilizing modern tools and patterns, improving the administration level and thus making all the work be well.The fundemental strategies of socialism democracy and law construction and rule by law have deeply penetrated in to the circle of higher education, which lets the institutions know the importance of school and administration in accordance of law. Guided by these basic thoughts, most of the institutions has taken every actions to substantially promote the course of the administration legalization and obtained certain achievements. While, for the limits from many aspects, some problems still exist and need attaching importance to.The thesis studies the cureent state of the administration legalization of Chinese higher education institutions and analizes the universal phenomena appearing in the course of legalization from four aspects:cognitive misunderstading of school by law, weak awareness of the rule of law, lack of democracy and unefficient supervising system. Neverthless, in order to improve the problems, it proposes many measures and actions such as completing the corresponding administration regulations, establishing the perfect mechanism of law enforcement and supervision, making the education appeal system sound, enhancing the publicity of teaching in conformity with law, promoting the law accompliment of the whole, etc.For the sake of making itself more persuasive, it sepcially takes Lanzhou University as example. Through the analysis of the current state, the problems and the reason of the administartion legalization in Lanzhou University, it puts forward the contermeasures for development and perfection, that is, increasing and perfecting the legalizing degree of the administration system, setting up valid administrative order, strenthening the inner administrative control, clearifying the administration authority, improving right relief mechanism and ensuring the administration based on people's lawful rghts and interests. Thus, it's expected to promote Lanzhou University's administration legalization and also provide some positive refernce of theory for other insitutions of higher education.
