Higher education institution administration is a process that involves many kinds of activities according to its characteristics, laws, objectives and tasks. It is mainly about the management of human resources.The development of the science of administration and the practice of higher education are very important to the formation and development of higher education institutions' administrative models. Based on the analysis of management theories such as scientific administration theory. interpersonal relationship theory, contingency theory, and by comparing with other contemporary administrative models such as bureaucretic models, collegial models, political models and subjective models, we can draw the conclusion that the human-based administrative model in higher education institutions is the reasonable consequence of the development of the science of education administration, as well as the internal demand of the practice of higher education institutions.The human-based administrative model tohigher education institutions applies the human-based administration theory takes the faculty members, staff members and students as dominant role, uses desirable interpersonal relationship as basic condition, democratic administration as basic principle and motivation as main approach, in order to give full scope to the initiative and creativeness of faculty members, staff members and students. This model can bring about full participation administration into practice in order to achieve the organizational objectives with high quality and efficacy.Based on past research achievments and administrative experience, this thesis explores the use of human-based administrative model in higher education institutions' teaching, research and logistics, and me misuse of the model should be avoided.Constructing and enforcing the human-based administration in higher education institutions is of great theoretical and practical significance to the motivation of the innitiative and creativeness of faculty members, staff members and students, to the organically link of the satisfaction of their individual benefit with achievement of the integrative objective of institutions, to the promotion of the reform of the higher education administration in an all-round way.
