On The Problems Of The Administration Of The Scientific Researches Of Higher Education Institutions And Countermeasures

The administration in the science research of the highereducation institution affects its development of researchdirectly. However, there exists a series of problems, which willobstruct the development of the higher education.This thesis takes common university of our country as theobject of the research to analyze the research of highereducation institution in the current condition, and sizes upthe new demands. The thesis concentrates on the problems of thepersonnel, funds, questions for study and the management ofscientific fruits. The whole article is divided into four partsin addition to the preface.The first part mainly studies the problems of which existedin the administration in the science research of the highereducation institution, the author discovered: In theperspective of the management of the personnel carrying outscientific researches, the power of personnel is scatter andit is difficult to integrates the troops; The research levelis lower; the personnel is not rationally arranged etc. In theaspect of research funds management, there are problems suchas the insufficiency of money investment, and the irregularityin financial items for study is not enough; the research fundsand properties run off than the severity; the research budgetexpenditure enlarges and wastes both seriously. The researchtopic management aspect existed choosing blindness, creativity shortage and so on. In the aspect of research result managementexisted patent is much less than research result; Science andtechnology result conversion rate is too low etc.In the second part, analyze the reasons why there existedso many problems in the management of the scientific research.The reasons are listed as follows: in cognition, researcher's old idea make them did not put enough importance on it; Theeconomy and societies developed fall behind than othercountries; The research management troops power is weak; Theresearch management system is not sound; The research budgetmanagement system is not perfect with related laws; Lacking theperfect mechanism to science and technology result conversion;Not perfect evaluation mechanism of the research result.In the third part, the author put forward the counter planthat strengthens the research management: firstly, renewing theresearch management idea of the researchers; drawing up theresearch strategy that the higher school can keep on thedevelopment; sticking to the principle of the humanisticadministration, strengthening the research troops construction;Strengthen the construction of the research management troops;Perfecting research budget management system; Perfecting topicmanagement system; Perfecting research result managementsystem; building up scientific and reasonable evaluates system.
