Teachers'development problem has been concerned constantly, because teachers'development are closely related to the students, schools and even the national development . According to the previous investigation found that , there were many factors influence the teachers'development .Such as personal factors, family factors ,school factors and social factors etc. Teachers'development is restricted by interaction among various factors, while school factors serious influenced for teachers'development . In the school factors, the headmaster plays a key role, the headmaster can provide models, favorable surroundings for the teachers .The headmaster is also a huge powerful for the teachers'development. But through the survey finding that the current headmasters'leadership exist some problems. Such as the headmaster personal charisma loss, the headmasters'management concept lagged behind of teachers'development , the concept of the teachers'development is narrow ,teachers'management methods lack of scientific. Those all restrict the teachers'development . The learning organization theory is called for learning as the core , with incentive as the method ,take development for the purpose of the dynamic organization. It is a theory which can promote people life significance and value .It is also a promoting equality ,respect ,fair dialogue theory between teachers and principals . The learning organization theory is a kind of thought, a theory , is also a kind of method . So, the article uses the learning organization theory , combined with the existing problems in the development of the teachers, based on the principal level, put forward some strategies to promote the sustainable development of the teachers.This text is constituted by the introduction and main body .Introduction of the main stated the research origin , the implications of the research ,the research methods and the current about the research. The main body has four components. The fist part mainly discusses the principals'impact and significance on teachers'development and recognizes the importance of the principal in the teachers'development; The second part is through the questionnaire and interview investigation finding that the current existences mainly problem of the principal as a promoting role to teachers'development. The third part is to explain the kernel concept of the learning organization, the significance of promoting teachers'development. The fourth part is to solve the problem from the headmaster leadership's level and the learning organization theory, based on the idea of profound understanding learning organization theory to explore the strategies to promote the development of the teachers.
