Along with the social transformation, the gap between the accelerated with expanding, urban poverty problems are more and more obvious and caused wide public concern. Especially along with the low population increases, their children also continue to increase total. These subsidies families children because the family economic conditions, life easier to limit facing the risk of survival and development, in these risks, the education problem is the core of whom they will face. In fact, the family's poverty will weaken their children's education level, reduced by personal gain the opportunity of the development, make poverty produce one generation, and the transfer of family temporary poverty into long-term poverty.In the article the author put forward and argue the education rights problem of low household children, mainly is for China's current nine-year compulsory education theory, rules on free; In fact, the unspoken rules are on charges, and the high school stage, stage of college education charge and the low expensive real income level is low jehu, the conflict between the education resources have demonstrated their status and low education resources of elihu children demand, they should enjoy, with the actual situation of the education resources with the gap, and then puts forward conform to social fairness measures.This paper mainly divided into four parts: the first part, mainly elaborated subsidies by education rights elihu children of models of purpose and meaning, and through the related theory expounded the research education rights by residents of elihu children principles of fairness. The second part, describes the low education process by their children in households facing the reality of high fees, especially on the current situation of the detail description.
