Along with the further development of globalization, China deeply integrates herself with the international competition, where more and more Chinese desire to pursue a wider platform for study and development, while America ranks the best among outstanding educational resources with her strong national strength. At present, more than ten thousands of students go to study in America each year and it doesn't occur accidentally, but as result of a long development and adjustment in oversea study undertaking between America and China. Since the first study in America for those children in the end of Qing Dynasty, China experienced great changes in politics, economics, culture and society, it enable the contemporary Chinese to see the world with the open eye and seek the long development through studying the developed country as a practitioner. In addition, American government loosed the limitation on student visa application after the event of 9.11 and boosted the prosperity of studying in America. If the above concerned about oversea policy for studying, those diligent Chinese students are real practitioners in the ceaseless trend of oversea study. Giving a glance on the history of studying in America, one will find that the bulk of them incline to become more diversify and younger, the point characterized the trend of oversea study in 21 century. It is not the exclusive right of government supporting for studying at abroad, more and more students can choose to study undergraduate program directly along with the improving living level and developing economy by the way of self-funding or scholarship application. Moreover, amid the diversity in the oversea study choice and concentration on younger group, the value orientation tends to be more rational and different, and accordingly echoed by the very choice on the basis of real condition and developing need, they chose the study area according to their financial strength, located the targeted school in term of school's reputation and desired major according to the program characteristics and individual developing expectation. Such decision-making focusing on individual condition contributed to the unique method based on individual need with consideration of external condition.With regard to the research on policy and history of studying in America, the article focuses on the search of a great deal of relevant literatures including newspaper, magazine, books and digital resources. For the investigation on value orientation, the article firstly combed relevant research information, and then used statistical investigation form and interview survey, and chose a great deal of samples and undertook the investigation on many aspects including the motivation of study, major choice, financial background, family background, region allocation, interest and hobby, value outlook and important personal experience. The investigation indicated that most of student who plans to study at abroad comes from big cities with a well-off family and well-educated successful parents, while a few from out-of-the-way city. As for the motivation to study in America, most are motivated by the high recognition on the quality of American education and favor on the flexible education method. The above is greatly significant for determining Chinese high school students'value orientation for studying in America.Based on combining theory with practice, not only the article encompassed relevant index that influenced oversea study decision-making but also undertook an in-depth investigation on the weight difference for different indexes in such influence, grasp the influential degree of various kinds of indexes in the shaping of value orientation in attempt to determine the core element that influence the value orientation. Therefore, it is designed to provide a reference of decision-making for many high school students who intend to study in America and bring home to them if they are qualified to study at abroad, and how they can succeed and arrived a rational position in the important choice in their life, whereby it help students to establish the right value outlook of over sea study, eliminate the utilitarianism and finally turn out a overall study decision-making on the basis of their real interest and developing need. In addition, one can learn the needs of study from the article and find some valuable theoretical reference for education reform and development in China, thus it is helpful to improve the quality of education and sharpening the competitive edge in the world and make China more attractive for global talents.
