Educational economy and management has made great achievements on the theoretical research and practical development. Howere, as a subject, it is not mature, lacking of relatively complete content system.This paper has constructed an original educational economy and management content system, which is grounded on public management, explains the connotation of educational economy and management and discusses the principles and methods of constructing educational economy and management content system according to the basic principle of subject construction. It is conducive to the development of educational economy and management and discipline maturity.The article is divided into five parts. The first part is introduction,which mainly introduces the composition backgrounds, significance, literature review and the innovation points, as well as the research methods. The second part is summary on content system in educational economy and management from the view of public management, which discusses core concepts and the nature of educational economy and management. It reveals that the scientific nature of educational economy and management is that the principles and methods of public management can be utilized to make a closer study of the objective law of public education management, and to enhance its efficiency. The third one mainly introduces the theoretical basis, including the public goods theory, the new public service theory and the governance theory. The forth section constructs an original educational economy and management content system. According to the wholeness, systematic and logic, educational economy and management has evolved a structural system of "consolidate three separate parts into an effective integer". This system takes the basic theoretic research as the foundation, takes application research as the trunk, and takes the method system research as the way. The last part is conclusion.This paper which constructs the content system of educational economy and management from the view of public management through literature, comparison and the unification of the history and logic methods, is innovative. It is conducive to the development of the subject and discipline maturity.
