The aim of this article is to analysis the direction of Chinese higher education' s supply system. So the article starts from analysising the feasibility of New Public Management paradise about public service and revising this theory. And then, the article inquires into the present situation and problem of Chinese higher education. The author points out that Chinese higher education' s supply system is still monopolized by the Chinese government. The market and the third sector are not stressed. Further, the article analysises the nature of Chinese higher education in terms of the theory of public goods. The author thinks that the nature of higher education is close to private goods and tool goods, so the Chinese government should not be the sole provider, and the providers should be plural. For this reason, the direction of Chinese higher education' s supply system reform is to establish the higher education' s supply system which lays equal stress on plural providers. Finally, the article points out six strategies for the government in establishing the higher education' s supply system which lays equal stress on plural providers in terms of the theory of New Public Management.
