Talent is the most activity and the most crucial resource of productive force. It is the power source of promoting development of economy, science and technology, society and culture, and is also a new force building of harmonious society. However, plan and manage the training and development of human resources is necessary. To plan human resource strategy scientifically is the primary task and key and is also difficulty during development and management of human resources. So establishing talent strategic plan is of great significance to promote development of economy, science and technology, society and culture.Since the"12th-Five-Year"is a crucial period that deepening reform, accelerating economic restructuring, pushing promotion in an all-around way, building harmonious Heilongjiang province will been carried out during this period. Therefore, scientific talent strategic plan is general significant to make development and management of talent well and make sure total goal will be realized, but it is a special significance to promote revitalizing North-east old industrial bases and build harmonious society.This thesis analyzes the environment and the present situation of talent development of Heilongjiang province completely and detailedly, and gives a trend forecast for the talent environment development of"the 12th-Five-Year"period by using statistics methods and experience method. It realizes a forecast of talent of supply and demand and analyzs the gap of supply and demand by grey forecasting method and qualitative forecasting method .After analysss and demonstration of the relations between the harmonious social and the talent development, some prospective development requirements have been advanced from economy and society based on harmonious goals, and this provides a basis for working out strategic objectives and strategy countermeasures.It describes the talent development strategic of Heilongjiang province quantificationally based on the quantitative measure of SWOT model, and finishes the strategic orientation of talent development. Based on this, ascertained the strategy contents of talent development during the"12th-Five-Year"period in Heilongjiang province, including strategic thinking, guidelines, strategic objectives and space layout. Meantime, through applied Entropy method and QSPM matrix to evaluate and order strategy countermeasures of talent development, and make sure the strategy goal of talent development will be achieved in Heilongjiang province.
