Since March 2009 China began to implement "9+3" student free education program in Tibetan areas in Sichuan.85 vocational schools undertake the important task. Thus the author is beginning to face a new challenge on education management --- How to implement the management on minority students scientifically. Furthermore, the author, as a member of "9+3" leading team in a vocational school, have to explore hard in this area due to this new challenge given by the student management. Meanwhile, the implementation of "9+3" education program in vocational schools is a mainly strategic decision in promoting Tibet's economic development, improving the quality of Tibetan population and improving the life quality of Tibetan people and promoting lasting peace and stability in Tibetan area. To serve Tibetan "9 +3" education program is an important job given by the Party and the government. This severe, arduous, complex, long-term task, and the rapid spread of the "9+3" program will bring about the related research topics; to take " 9+3 " management as research subject has become imperative. Only scientific management can guarantee the smooth running of the "9 +3" education and teaching, and ultimately ensure the smooth implementation of this great work, this is the purpose and significance I have studied from this subject.The main study object of this paper is "9+3" management on minority students in vocational schools, which starts with the mental management on minority students. The research will be supported by the following 3 aspects:First, the paper will generally state the basic mode and trend of management on college students in domestic minority schools; Second, the paper will take "9+3" minority student management in our school as research object, starting with the mental management on them, to find out the scientific mode to manage the minority students and obtain the efficient strategy in management.Third, the paper will compare the data before/after the implementation of the spiritual care on "9+3" minority students in our school and draw a conclusion accordingly.The basic logic structure of this paper is as follows:First, the paper will introduce the background, relevant policies and education characteristics of "9+3" education program together with the overall mode of current minority student management and analyze the trend.Second, the paper will analyze the basic situation of "9+3" minority students while they are at school and state the general status of "9+3" education and teaching in details(wise education is the best education).Third, the 2 strategies with which we implement "9+3" spiritual management(spiritual management is the fundamental management)are spiritual care and environmental raise respectively.Fourth, the paper will compare the data before/after the implementation of the spiritual care on students in our school and draw a conclusion accordingly.Due to the inadequate time spent in practice and the limitation of the experience accumulation, my study is still at the initial stage. I believe that it will be improved in continuous working and exploration.
