21st century is a society with informatization. With the rapid development of information technology, being digital has been penetrating into every field of the society. Based on this, the capacity of being digital has become basic viability that everyone should possess, that is the necessary quality for the learning society "learn how to learn" and lifelong learning. Therefore, we must develop education, especially higher education, which will put forward the higher demand for university teachers to improve their capacity of being digital. While, college teacher act as the leader and model for the development of era, and the initiator of the student's knowledge, the ability of being digital appears particularly important. It is the urgent affairs to know the current situation of higher teachers'ability. Based on the review of the being digital and the capacity of being digital at home and abroad, this thesis structures the standards of the survivability of being digital on the university teachers, and systematically analyzes and states the current situation of higher teachers'digital citizenship, offers new ideas to promote teachers professional development.Based on the clear definition of related concepts such as being digital and the capacity of being digital, the analysis of being digital and the structure and standard of being digital of domestic and overseas, and research of the basic development trends. It provides an important theoretical basis for later study. Then, the author combined the characteristic of the being digital, and elaborates the basic content of being digital form three aspects, which are technology knowledgement, technology application and technology culture. The author states the capacity requirement for teachers in the digitalization society and takes the characteristic of their life and the nature of their work into consideration and sets up the standards of the survivability of being digital for teachers through induction and deduction. Based on the work above, by using Delphi experts consultation, experts are consulted on standards of preliminary design, and the comments of experts on the criteria are analyzed and modified and then the final version is formed. At the same time, the meaning of standard is elaborated.The paper mainly investigates the current situation of the teachers'digital citizenship ability in Zhejiang Normal University by means of questionnaire and interviews. Except expounding the whole flow of the questionnaire's formation, forecast, grant, recover and data process, this text also analyzes the questionnaire's validity and reliability. Based on this, choosing 120 school teachers of Zhejiang Normal University as respondents, analysis from the follow aspects, such as digital study, work, life and so on, to explicit the high school teachers'development level of digital citizenship. We learned that most of college teachers have possessed the capacity of being digital, but there are still some teachers who don't have enough awareness of being digital, lack of the intellectual property, and can't use the digital platform into teach effectively etc. In order to make the contemporary era undergraduates have more international competitiveness, satisfy teacher major development, reply high school teachers launch a training, to improve high school teachers digital citizenship ability, promote teachers professional development.
