Digital competence is one of the eight key capabilities of the EU for life-long learning and one of the most essential skills in the 21 st century in the United States. In recent years,Ministry of Education of China has issued many documents stating that it is necessary to repeatedly build an education system which is networked, digital, personalized, and life-long.In order to fulfill this goal, most universities have been working on digital campus construction, teaching equipment improvement, and student curriculum setting.Among these universities, those research universities have relatively high-quality undergraduate students and better faculty.Theoretically speaking, most undergraduates cultivated by those higher institutions would master digital technology fabulously and have a good level of digital literacy. However,we still have so many questions: what is the current situation of digital competence for undergraduates? How does their digital competence affect their e-learning ability?which research division has not been covered in the past research? Therefore, the main purpose of this paper is to investigate current situation of undergraduates' digital competence and its possible influence factors,to explore the status of digital talent training in universities, and finally achieve the goal of helping colleges cultivate talents that can better adapt to the new times. This study adopts questionnaire method and interview.First, based on the EU research with regard to digital competence and combined with China's local situation,it establishes a digital competence concept and framework suitable for the special undergraduate education in China. Then, combined the analysis of existing literature with the results of two pre-surveys,a questionnaire scale suitable for this study was designed.Subsequently, the SPSS 23.0 statistical tools were used to do analysis all the data. Finally,it uses interviews to explore the impact of undergraduates' digital competence on their e-learning practice. The main findings asfollows:First of all,the overall digital competence of undergraduate is great.Among the five fields, the safe and privacy field, the information fields as well as communication and cooperation fields are comparatively good, but the problem solving fields and digital content creating fields are relatively worse than others.Secondly, through questionnaires and interviews, this study finds that sex?grade?major?the family background of undergraduates may partly influence their digital competence. Finally, the impacts of digital competence on the e-learning of undergraduates runs through the whole process. This study mainly analyzes the influence of digital competence on e-learning from three perspectives: At the starting point, undergraduates show a kind of certain tendency to grasp the target;in the process of undergraduate e-learning,undergraduates use virtual communities or groups to acquire knowledge; At the end of undergraduate e-learning,undergraduates can harvest Tacit knowledge. For undergraduates, the better the digital competence they own,the more they could help themselves to strengthen their e-learning goals and directions, carry out e-learning smoothly, improve their knowledge structure constantly, and promote the development of their digital competence continuously in e-learning.In summary,in order to better cultivate the digital competence of undergraduates and further improve their e-learning ability, this paper proposes the following suggestions from three aspects: universities, teachers and students.First, universities should construct a digital competence training system for faculty and create a suitable digital environment for undergraduates.Second, teachers need to improve their digital competence constantly and develop students' collaborative ability in the virtual community depend on their ability;Third, students should enhance their self-driving force of individual e-learning as well as pay attention to and participate in the construction of digital campus.
