In 2001, our country began a new round of basic education curriculum reform. Ministry of Education issued the'Basic Education Curriculum Reform (trial implementation)'and strengthened the management system of tertiary-level curriculum. Based on this, the school-based curriculum emerged as the times required. Our elementary and secondary schools began to get rid of the long-term national single curriculum system and had more power on deciding to choose the curriculum. Under the management system of tertiary-level curriculum, state, locality arid school each performs its own functions and the highly centralized educational situation has been changed gradually. Teaching materials is the carrier of the curriculum, and the curriculum reform also means the change of the teaching materials. Therefore, the implementation of school-based curriculum provides the chance and the platform for practicing school-based teaching materials.School-based teaching materials start from school characteristics and take the teachers as the main body of developing and practicing. It aims at displaying the students'personalities and giving them freedom developing space, according to their actual situations. The application of school-based teaching materials is helpful to develop students'personalities and teachers'professionalization. It can also force the formation of the school characteristics, using the teaching resources. Compared with the national unified teaching materials which educate all students in the same manner, school-based teaching materials can further meet the diversification requirement of modern developing society. School-based teaching materials are the extender of the national unified teaching material and can cover the shortage of the unified teaching materials.We should develop school-based teaching materials, as well as take it into practice. The scholars have researched the development of school-based teaching materials on a high level, but the researches on the application which is more important should be paid more attention to. So it is necessary to research deeper on the application of school-based teaching materials, discuss the difficulties met in practice and deepen the curriculum gradually, in order to popularize school-based teaching materials in our elementary and secondary schools.This paper consists of the following six parts: Part 1 is the preface. In this part, the reason of the research is given. Based on the literatures home and abroad, the research object is determined, the limits of the research are found and the way and methods are proposed.In part 2, the associated concepts are defined. The concepts used in this paper such as school-based, teaching materials and school-based teaching materials are combed. Compared with school-based curriculum, unified teaching materials and regional teaching materials, the intension and extension of school-based teaching materials are made clearer.The research background and meanings of the application of school-based teaching materials are stated in part 3. After introducing the background home and abroad, the meanings of the application of school-based teaching material are figured out. It is necessary to analyze the application dilemma of school-based teaching materials because of the current situation.In part 4, through analyzing the application situation of school-based teaching materials, the dilemma met in the implementation process of school-based teaching materials is proposed and the dilemma is analyzed. Also in this part, the factors that influence the application of school-based teaching materials such as teachers, students, the administrative department of teaching materials and education and the teaching environment are investigated in order to point out the following problems which are faced in the implementation process of school-based teaching materials:the distance between development and application, the gap between the desired effect and the real usage and the conflict between school-based teaching materials and unified teaching materials etc. Then the reasons that caused these problems are analyzed.In part 5, on the basis of the application dilemma and its causes, the application principle of school-based teaching materials is proposed and the basic strategy used to deal with the dilemma is made. The application of school-based teaching materials in certain ideas should under the guidance of interest and knowledge co-exist, insist to adapt and development consideration, life and teaching fitting with overall merging the difference, principle. Secondly, some suggestions are put forward to deal with school-based teaching materials used in predicament countermeasures from preparation, implementation and evaluation.Part 6 is the conclusion. The whole paper is concluded in this part. The gain and loss of the research are rethought and the future is looked into. In the future curriculum reform, school-based teaching materials will be still researched to further encourage the development of Chinese education.
